Ministerial Order No. 11/2020, dated 30 April 2020 approved the Automated Customs System (SIDUNEA WORLD) applicable in the Customs System of Equatorial Guinea (SAGE for its Spanish acronym).

The objective of these regulations is to modernise the customs service through the computerised automation of the formalities of border crossings in order to speed up the clearance of goods.

The Customs System of Equatorial Guinea will be applicable in the Customs’ Main Administration of Malabo, Bata, Ebibeyín and Mongomo.

All customs procedures concerning the entry and exit of goods under any customs regime must be carried out using the Automated Customs System and any information or documentation generated by the Automated Customs System, notified to the interested parties or certified upon request, has full legal, evidentiary and admissible value as a mean to carry out administrative and judicial procedures.

All economic operators or any natural person who participates in the formalities related to the import or export of goods must be registered with the General Direction of Customs as users of the Automated Customs System. Registered users will be able to access the system remotely. Additional requirements and tests apply in this case (these are stated by the General Direction of Customs). We can assist.

The exemption of customs duties and taxes does not exempt the presentation of a customs declaration and any exemption must be previously authorised by the Ministry of Finance, Economy and Planning and registered with the General Direction of Customs for these to be inputted in the SAGE.

Once the declarations are validated, the SAGE will automatically activate handling parameters depending on the risk of merchandises. These range from direct release to inspection.

The documents presented to the Customs System of Equatorial Guinea must be kept for 3 years by the declarant and the importer (in case of verification) except any contrary rule.
