Gabon is preparing a significant overhaul of its offshore fiscal terms. The reforms under discussion include eliminating signing bonuses for deepwater and ultra-deepwater blocks, raising cost-recovery caps to 70–75%, and cutting Gabon Oil Company’s (GOC) mandatory state participation from 20% to 10%.

The timing follows an active year for Gabon, which has opened licensing across roughly 70% of its available offshore acreage. It also comes as the country’s hydrocarbons sector has faced production declines tied to aging infrastructure — making improved deal economics a timely lever for attracting renewed investment.

Status: not yet enacted

These reforms are still pending formal enactment and will need to be confirmed by decree before they become binding. Companies should treat the current terms as proposals rather than settled policy until that confirmation happens.

What this means for clients

For operators and investors evaluating Gabonese offshore opportunities, this signals a meaningfully more competitive fiscal environment than in recent licensing rounds — if and when it’s confirmed. Companies that held off on Gabonese acreage due to bonus costs or lower cost-recovery ceilings should revisit their positioning, and track the decree process closely rather than assuming the terms described here are already in force.
